British–Irish Council

The British–Irish Council (BIC) is an international organisation established under the Belfast Agreement in 1998, and formally established on 2 December 1999 on the entry into force of the consequent legislation. Its membership comprises representatives from the governments of Ireland; the United Kingdom; three of the four countries of the UK (Northern Ireland, Scotland and Wales); and three British Crown dependencies: Guernsey, the Isle of Man and Jersey. Because England does not have a devolved government, it is not represented on the Council as a separate entity. It has been agreed that the BIC standing secretariat was to be located in Scotland.

Where is Douglas?

Douglas is situated on the east of the island near the confluence point of two rivers, the Dhoo and the Glass. At Douglas, the rivers flow through the quay and into Douglas Bay. A gently sloping valley runs inland. Hills lie to the north-west and south-east.

The town is surrounded by several other smaller towns and villages, most notably Onchan to the north (which forms a conurbation with Douglas) and Union Mills to the west.

Ramsey

Ramsey is a town in the north of the Isle of Man. It is the second largest town on the island after Douglas. It has one of the biggest harbours on the island, and has a prominent derelict pier, called the Queen's Pier. It was formerly one of the main points of communication with Scotland. Ramsey is also known as 'Royal Ramsey' due to royal visits from Queen Victoria and Prince Albert in 1847 followed by King Edward VII and Queen Alexandra in 1907.

The Albert Tower was built to commemorate the royal visit of Prince Albert on the 20th of September, 1847. Prince Albert climbed to the top of the hill where he viewed the surrounding town of Ramsey and the northern plain. The hill was renamed Albert Mount and a year later the tower's foundation was laid. The tower is made of granite and rises 45 feet (14 m) high, and stands as a landmark not only for the town of Ramsey, but also for the Isle of Man.
